Speaker, County Assembly of Bungoma
He was elected the 2nd Speaker of County Assembly of Bungoma in September 2017.
He successfully defended the position in 2022 after the general election.
Hon. Situma holds a Bachelors of Law Degree from Nagpur University, India. He has a Diploma in Law from the Kenya School of Law. Before his election, Hon. Situma was the Managing Partner of Situma and Company Advocates.
Hon. Situma has undergone extensive training at the Kenya School of Government, earning certificates in Transformative Leadership, Strategic Leadership Development Program, and Senior Management.
He presides over the County Assembly Sittings and also Chairs the County Assembly Service Board.
About the Office
The Constitution provides that there shall be a Speaker for each House who shall be elected by that House in accordance with the Standing Orders.
Roles and Functions
- Presides at every sitting of the County Assembly.
- Presides over debates and enforces the Constitution and Standing Orders.
- Administers the oath to Members and issues writs for vacant seats.
- Protects minority rights while ensuring majority decisions proceed.
- Organizes the business of the House as Chairperson of the House Business Committee.
- Acts as spokesperson of the Assembly and safeguards its dignity.
- Final authority on interpretation of Assembly practice and procedure.
Hon. Wamalwa Stephen Wafula — Deputy Speaker
Hon. Stephen Wamalwa is serving his second term as MCA for Soysambu/Mitua Ward.
He was first elected to the county Assembly in 2017 through the Ford Kenya party.
He was first elected Deputy Speaker in the middle of the second County Assembly before his re-election at the beginning of the Third County Assembly upon his re-election as MCA in 2022.
About the Office
Section 178(2) of the Constitution of Kenya provides that a sitting of the County Assembly shall be presided over by the Speaker of the Assembly, or in the absence of the Speaker, another member elected by the Assembly.
Section 106 (1) (b) further provides that there shall be a Deputy Speaker for each House who shall be elected by that House in accordance with the Standing Orders from among its members.
At the beginning of each Assembly, the House elects a member to the position of Deputy Speaker following the same procedure as for the election of the Speaker.
Roles and Responsibilities
- Chairs committees when the Speaker chooses not to chair.
- Ordinarily serves as Chairperson of Committees of the Whole House.
- Presides over Committees of the Whole House.
- Deputises the Speaker in Assembly duties.
- Helps ensure the dignity, rights, and privileges of the Assembly are upheld.
- Assists in interpretation and application of Assembly practices and procedures.
Hon. Joseph Juma Nyongesa — Leader of Majority
Hon. Joseph Juma is serving his third term as a Member of County Assembly for Tuuti Marakaru Ward.
He has been elected all through on a Ford Kenya party ticket.
He previously served as the Deputy Leader of the Majority Party in the Second County Assembly before his elevation to the Majority Leader position.
He is the Vice Chairperson of the County Assembly Service Board.
About the Office
The office of the Majority Party Leader (and Deputy Majority Party Leader) is established pursuant to Standing Order 21(1). The largest party or coalition of parties in the County Assembly shall elect two members of the County Assembly belonging to the party or coalition to be the Leader of the Majority Party and the Deputy Leader of the Majority Party.
Roles and Responsibilities
Primary functions of the Leader of Majority usually relate to floor duties, including:
- Serves as the lead speaker for the majority party during floor debates.
- Plays a key role in developing the Assembly calendar.
- Assists the Speaker with programme development, policy formulation, and policy decisions through the County Assembly Service Board (CASB).
- Acts as the link between the County Executive and the County Assembly.
- Develops the majority caucus agenda with principal leaders and presides over majority caucus meetings.
Hon. Vitalis Sifuna Wangila — Leader of Minority
Hon. Vitalis Wangila is the current Minority party Leader for the County Assembly of Bungoma.
He is serving his second term as MCA for Kabula Ward having first been elected 2017 before successfully defending the seat in 2022.
He was elected on DAP party.
He took over the Minority party Leadership from Hon. Antony Lusenaka of Bukembe West Ward.
He has attended various trainings from Kenya School of government and other government Institutions.
About the Office
Section 10 of the County Government Act, 2012 provides for County Assembly leadership. The Act states that each County Assembly shall have a Leader of the Minority Party, who shall be the leader of the second largest party or coalition of parties in the Assembly.
Roles and Responsibilities
- Speaks for the Minority Party and its policies.
- Works to protect the rights and interests of the minority.
- Organizes and leads constructive criticism of the Majority Party.
- Develops parliamentary strategies and tactics to influence legislative outcomes.
- Chairs the party’s Committee Assignment Panel.
Hon. Joan Kirong — Deputy Majority Leader
Hon. Kirong is serving her second term as an elected Member of County Assembly for Kapkateny ward.
She was first elected in the 2017 elections on a Jubilee party ticket before her re-election in the 2022 elections on a UDA party ticket.
She briefly served as a Deputy Majority leader in the second County Assembly before being re-elected to the position in the Third County Assembly.
Hon. Everlyne Mutiembu — Deputy Minority Leader
Hon. Mutiembu is serving her third term as MCA for South Kulisiru Ward in Sirisia constituency.
She was first elected to the county in 2013 on a New Ford Kenya party ticket.
She secured her second and third term on a Jubilee party ticket and was subsequently elected the Deputy Minority Leader.
Hon. Meshack Wekesa Museveni — Majority Whip
Hon. Meshack Simiyu is serving his second term as MCA for Mukuyuni Ward in Kbauchai Constituency.
He won both the 2017 and 2022 elections on a Ford Kenya party ticket.
He was elected the majority party whip soon after the Third County Assembly was sworn in.
About the Office
The office of the Majority Party Whip is established pursuant to Standing Order 21(b). The largest party or coalition of parties in the County Assembly elects two members to serve as the Whip of the Majority Party and the Deputy Majority Whip.
Standing Order 22(1) further provides that the Majority Party or coalition shall elect a member belonging to the party or coalition to serve as the Whip of the Majority County Assembly Party.
Roles and Responsibilities
- Mobilizes members of the Majority Party or coalition for the transaction of Assembly business.
- Enforces party discipline among members.
Hon. Waliaula Aggrey Mulongo — Minority Whip
Hon. Mulongo is serving his second term as MCA for Kibingei Ward in Kimilili constituency.
He won the seat on a DAP party ticket having first been elected on a Federal of Kenya party ticket in 2017.
He was elected Minority Whip in the middle of the Third County Assembly term when the Minority party made changes in its leadership.
He succeeded Misikhu Ward MCA Hon. Miliah Masungo.
About the Office
The office of the Minority Party Whip is established pursuant to Standing Order 24(1). The Minority Party or coalition constituting the minority in the Assembly elects a member belonging to the party or coalition to serve as the Whip of the Minority County Assembly Party.
Roles and Responsibilities
- Mobilizes members of the Minority Party or coalition for the transaction of Assembly business.
- Performs responsibilities accorded by the Standing Orders.
- Undertakes additional functions as may be resolved by the Assembly.
Hon. Isaiah Sudi Busolo — Deputy Majority Party Whip
Hon. Sudi Busolo is serving his second term as MCA for South Bukusu Ward in Bumula constituency.
He was first elected in 2017 before being re-elected in 2022 on a UDA party ticket.
Hon. Allan Nyongesa — Deputy Minority Party Whip
Hon. Nyongesa is a nominated MCA representing the youth. He was nominated to the County Assembly by DAP party Kenya.
He was elected to the Deputy Minority whip position during the changes that were made by the Minority party in the middle of the term of the Third County Assembly.
